I've tried changing the project's properties, and the solutions properties to no avail, whenever I try to run the .rb file in question it complains that it can't see ruby at its stock location i.e. c:\ruby

Project properties always override global options. If you change the global option this won't effect defaults for pre-existing projects. That needs to be changed in Project properties.

I could not change it there so that it would stick, note that there does not seem to be an "apply" button, so I tried just saving all . Anyhow, I gave up and put a Ruby distribution where it seems to want it.

Not a great solution obviously if I'm trying to test different Ruby releases .

Not sure I understand this. If you change C:\Ruby\bin\ruby.exe to C:\Ruby\binXXX\ruby.exe and save all when you run your program it should use the new directory (and if it doesn't exist it will show an error message). What it won't do is use the new directory in subsequent projects (they will use your Tools/Options global defaults).

Can you explain what I need to do to duplicate your problem.

exactly, that is what it did , I changed it there under the projects properties, did  a save all , when back to the copy_files.rb tab, tried running the program and was told that it still could not find Ruby under the old location. see here:
